*** Khimar in arabic can cover what ever you like and God don't use the word for head or hair in 24:30-31. But it says cover your bossoms(chest) and lenghten your garment.***
Do not know arabic so i cannot comment on the meaning of Khimar, but the translation of the Quran i have states: ** that they should draw their VEILS over their boosoms...**
The word ** VEILS ** generally means a piece of fabric over the head.
If it was meant as merely a cover, i don't think there would be a necessity for this verse as it is most unlikely that women during that time were moving around with their boosoms uncovered.
To support this, i believe there is also a hadith whereby our Messenger (bpuh) was asked about what could be exposed by a female and it was reported that he showed only the face & the palms.
No doubt Allah, the Exalted, did not use the word head or hair but when we are indoubt as to the clear meaning of His Words, we have to also refer to the hadiths to increase our understanding, as Allah, the Exalted, has giving us a living example as in the life of Prophet Muhammad (bpuh)
Example is the manner of Praying...
We are told to pray 5 times daily after ablution, but the Quran did not state the manner we go about conducting our prayers or how to make ablution. These were taught by The Messenger (bpuh). And, if i am not wrong, without observing the Prophet's recorded actions, we may not even learn about tayamum (the taking of abolution when water is not available)
Also, when we women wish to perform our prayers, we do have to wear a headcovering...so i believe Allah, the Exalted, has commanded so......

[024:030] Tell the believing men to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts). That is purer for them. Verily, All?h is All-Acquainted with what they do. [024:031] And tell the believing women to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts) and not to show off their adornment except that which is apparent (like both eyes for necessity to see the way, or outer palms of hands or one eye or dress like veil, gloves, headcover, apron), and to draw their veils all over Juy?bihinna (i.e. their bodies, faces, necks and bosoms) and not to reveal their adornment except to their husbands, or their fathers, or their husband's fathers, or their sons, or their husband's sons, or their brothers or their brother's sons, or their sister's sons, or their (Muslim) women (i.e. their sisters in Isl?m), or the (female) slaves whom their right hands possess, or old male servants who lack vigour, or small children who have no sense of feminine sex. [Sahih Al-Bukhari, 6/4758 (O.P.282)]
Narrated Safiyyah bint Shaibah: '?ishah used to say: "When the Verse: 'And to draw their veils all over Juy?bihinna (i.e. their bodies, faces, necks, and bosoms)' (V.24:31) was revealed, (the ladies) cut their waistsheets at the edges and covered their heads and faces with those cut pieces of cloth." [Sahih Al-Bukhari, 6/4759 (O.P.282)]
